It was the first time the world's second-largest economy publicly announced the size of its local governments' debts. The scale amounts to more than one-quarter of its GDP in 2010, which stood at 39.8 trillion yuan.
周一，审计署审计长在给全国人大做的报告中指出，截止2010年底地方政府债务总额达10.7万亿。这是世界第二大经济体首次公布地方政府债务数额，已经超过2010年GDP39.8万亿元的1/4。
【讲解】文中的local government’s debts即指地方政府性债务，这次报告是由国家审计署(the National Audit Office (NAO))发布的。此外，在对政府预算执行(the implementation of the government's budget)的审计中，国家审计署还通报了中国红十字总会(the Red Cross Society of China)超标采购(procurement)420万元。
