Fresh water is considered as one of the most valuable resources in this planet, but its consumption is huge due to the growing population and the increasing demand in agriculture and industry. As water shortage is becoming increasingly severe in many parts of the world, it is suggested that the government should control the amount of water use.
Considering the deteriorating water crisis,it is urgent to reduce water consumption and conserve fresh water resource. For some reasons, wasting water is common in farms, factories and households. Some people believe the government has the obligation to intervene and take steps to combat the situation. For instance, if the authorities could raise the water price, or set the maximum quantity of water consumption in factors, or forcibly promote water-saving technology in agriculture sector, the water use is expected to decline.
However, some people object to the government's intervention and believe citizens have the right to use water as they want. The main concern is that the limitation of water use may lower the living standard and cause inconveniences in daily lives,In some cases, it could lead to poor sanitary condition and the spread of diseases.The downsides of the government's policy should also be noted. For example,raising water price seems to be an effective solution, but rich people may not care about it.Instead,it would only hurt the interests of the general public.

Due to the higher demand of water for industrial manufacture, daily life, as well as the destruction of water-depended ecosystem, fresh water which is theoretically deemed as the renewable natural resource tends to run out one day. What’s worse, the abusive use of water is common to see in the farmland, factory and household. Supposing that government takes no actions to deter this water crisis, what would happen in the future? Would human being be able to use water as they like? In order to combat the deteriorating situation, it is believed the authority is supposed to regulate the maximum quantity of water consumption in industrial production; adopt high-technology aimed at recycling used water in farmland.
On the other hand, it is fair to say people do have the right to use fresh water as they want. The main reason lies in that the restriction of water use might lead to poor sanitary conditions and the spread of diseases. In addition, it lowers people’s living standards and causes a lot of inconvenience. For instance, showers are only available in certain two hours of a day; flowers can only be watered once a week.
From my perspective, although the budget for advancing water-saving technique aggravates government’s financial burden, it is their obligation to tackle the issue. Apart from the measures to control the consumption of fresh water, large-scale educational campaigns should be held to instill the awareness of saving water in public.

However, the clothes made of artificial cotton are definitely not as comfortable as the natural ones. Wearing these clothes means a lower life quality to some people to some extent. To summarize, consuming natural resources at an increasing rate may pose a threat on environment and people’s life. Business, governments and society should work together to solve these problems.
